SAP ratings for New Dwellings at Design StageThe Standard Assessment Procedure (SAP), revised in April 2006, is used to determine the energy efficiency of a dwelling. SAP ratings range from 1 to 100 and the higher the SAP score, the more energy efficient the property. SAP ratings are based on the energy costs for space and water heating. They establish a means for both the home owner and purchaser to understand the running costs and environmental impact or carbon footprint of the property. With continuing rises in fuel costs these constitute strong selling and marketing points for all homes. The SAP rating is a legal requirement enforced by the government through building control and applied to all new dwellings. The SAP calculation establishes the domestic compliance with the Building Regulations Approved Document Part L, the Conservation of Fuel and Power. It is an integral part of the government's aim to reduce carbon dioxide emissions in line with the Kyoto Agreement. To be comparable for all properties, the SAP rating is adjusted to floor area, so that it is essentially independent of dwelling size. Compliance with the Building Regulations may be split down into the following groups of project: New build design assessments In seeking compliance with Part L (England/Wales), Part J (Scotland), or Part F (Northern Ireland) we use the Elmhurst Design System. This system produces a Target Emission Rate (TER), SAP rating, Carbon Index Rating, elemental and u-value calculation reports. The calculation establishes the relationship between the Target Emission Rate (TER) and the Dwelling Emission Rate (DER). The design must equal or better the target figure to comply. Both figures are based on the carbon dioxide emission rate for the building. A Compliance Report for submission to Building Control is produced indicating whether it has passed or failed. Design amendments will be necessary where the initial specification does not meet the required standards. We can often assist designers in meeting the criteria, particularly with large or unusually designed buildings. A PEA is also produced at this time. This is a Predicted Energy Assessment, based on the SAP calculations and will be required where a dwelling is marketed "off plan". Many local authorities are now requiring a "renewable energy" element in the design. Again we can produce comparable calculations to prove this. SAP 2005 has various parts, an energy efficiency rating (the SAP), Environmental Impact Rating, and several other sections, to demonstrate compliance with the relevant section of the Building Regulations Approved Document Part L1A 2006 for new dwellings. It is also an alternative method to give more design flexibility for Refurbishment, Conversions and Extensions covered by the Building Regulations Approved Document L1B 2006 for Existing Dwellings. Our assessments are undertaken by an accredited Elmhurst Energy Systems assessor using software approved by the BRE. All our systems are automatically upgraded as legislation changes. In addition to the Building Regulation Compliance calculations required at the design stage, from 6 April, 2008 EPCs will be required on construction for all new dwellings. The EPC has to be produced by a licensed and accredited assessor and we will be providing this service from 6 April, 2008. Where we have carried out the design calculations, the EPC will be produced at a reduced rate on completion of the dwelling.
Extensions to Dwellings Two separate Energy Rating reports, one on the existing dwelling with a notional compliant extension and a second on the existing dwelling with extension as proposed and any improvements to the existing dwelling. Details on the existing dwelling will be required including dimensioned plans, elevations and the heating specification. Our reports are not a specification or design for the works and need to be read in conjunction with the construction drawings / specification and heating specification. An Energy Rating report to compare the Target CO2 Emission Rate (TER) and the Design CO2 Emission Rate (DER) for the proposed dwelling, together with other criteria to assist in demonstrating compliance with the Approved Documents L1A 2006. Advice is available on improvements required to either obtain compliance with the Building Regulations or improving the overall energy efficiency of the dwelling. Refurbishments and Conversions Two separate Energy Rating reports are required, one on the existing dwelling with a notional compliant extension and a second on the existing dwelling with extension as proposed and any improvements to the existing dwelling. Details on the existing dwelling will be required including plans, elevations and heating specification. This is an option to provide more design flexibility and to allow for the use of any renewable energy sources within the design. It should be considered that although an Energy Ratings may not be required to demonstrate compliance with the building regulations, one will be required to enable an Energy Performance Certificate to be prepared for displaying within the completed dwelling. Our assessments are undertaken by an accredited Elmhurst Energy Systems assessor with software approved by the BRE. There is an option to provide more design flexibility, especially when the opening areas exceed 25% of the floor area of the proposed extension and to allow for the use of any renewable energy sources within the design. The purposes of which is to indicate that the Design CO2 Emission Rate (DER) from the proposed enlarged dwelling is not greater than that of the existing dwelling with a notional complaint extension of the same size and shape.
