The New Build Non-Domestic EPC
Energy Performance Certificates – EPC – are required for most non-domestic buildings on construction, sale or rent showing an “asset rating” for the building on a scale of A to G.
It summarises the energy performance of the building based on CO2 emissions. The EPC also contains recommendations that could potentially reduce running costs and save energy. Like EPC documents for other building types, it is valid for a period of ten years or until there are modifications to the building or the services within it, when another building regulation application and EPC will be needed. Some building alterations and extensions or changes to heating, ventilation and air conditioning will also require an EPC.
There are a few exceptions to the general EPC rules but these are limited to places of worship, stand-alone non-dwellings of less than 50 square metres, temporary buildings with a planned life less than two years, industrial premises with low energy use where the space is mostly not heated or cooled (such as heavy engineering & process workshops and stores with localised work-station conditioning) and buildings that are to be demolished within two years. Special arrangements are also applicable to listed buildings, those in conservation areas and ancient monuments.
On Construction Non-Domestic EPC
In order to have the new building signed off by the building control body, the builder or developer must produce an Energy Performance Certificate. This would then be produced to prospective tenants or purchasers.The requirements in some multi tenancy situations can be complex and we should be contacted for advice. Trading Standards are the enforcement agency and they have powers to issue a penalty notice with a maximum fine of £5,000.
It is becoming more and more difficult to easily comply with the building regulations and the introduction of the new Part L 2013 on 6th April 2014 will present considerable challenges for all but the best in the energy consultation industry.
